UNU Jogja Shares Best Practices on PPKPT Task Force Governance with 99 Private Universities in Yogyakarta

Yogyakarta, Indonesia – Universitas Nahdlatul Ulama Yogyakarta (UNU Jogja) was invited as a featured speaker at the Technical Guidance (Bimtek) on Accelerating the Prevention and Handling of Violence in Higher Education (PPKPT): Strategies for Establishing Task Forces and Developing Guidelines/Standard Operating Procedures (SOPs) organized by the Higher Education Service Institution (LLDIKTI) Region V in Yogyakarta on Friday, July 31.

The event brought together representatives from 99 private higher education institutions across the Special Region of Yogyakarta as part of efforts to accelerate the implementation of the Minister of Higher Education, Science, and Technology Regulation No. 55 of 2024 on the Prevention and Handling of Violence in Higher Education.

Chair of UNU Jogja's PPKPT Task Force, Suharti, said the university was selected to present its best practices after LLDIKTI Region V conducted an assessment of PPKPT Task Force readiness among private universities.

"LLDIKTI mapped the implementation of PPKPT Task Forces across higher education institutions. Alhamdulillah, UNU Jogja was recognized for having a comprehensive governance system and was therefore invited to share our experience with other universities," she said.

According to Suharti, the assessment evaluated several aspects, including organizational structure, institutional regulations, guidelines and standard operating procedures (SOPs), work programs, and supporting systems implemented by each institution.

During the presentation, UNU Jogja shared its experience in developing a comprehensive governance framework for its PPKPT Task Force. This includes institutional regulations, operational guidelines, SOPs, and the development of a Safeguarding Policy as part of the university's commitment to fostering a safe environment for all members of the academic community.

UNU Jogja is also finalizing the development of a PPKPT Task Force website, created in collaboration with students from the University's Informatics Study Program. Once launched, the platform will integrate reporting services, case management databases, and information dissemination related to violence prevention and response on campus.

Suharti noted that the main challenges in establishing PPKPT Task Forces at higher education institutions extend beyond drafting regulations. They also include securing leadership commitment, qualified human resources, adequate infrastructure, and sustainable funding.

She added that many universities still do not allocate dedicated budgets to support PPKPT programs, making their implementation less effective.

To address these challenges, UNU Jogja has strengthened its internal governance while building strategic partnerships with various organizations, including the Sleman Regency Office for Women's Empowerment and Child Protection (P3A), Rifka Annisa, the Yogyakarta Forum of Service Providers for Women and Children Victims of Violence (FPKK DIY), and is initiating collaborations with the Yogyakarta Provincial Office for Women's Empowerment and Child Protection (DP3A DIY) and the Ministry of Women's Empowerment and Child Protection.

To enhance institutional capacity, the university also collaborates with the Youth Forum and Yayasan Kita, Pijar Foundation, Yayasan Vesta, the Yogyakarta Provincial P3A Office, and the Kulon Progo Regency P3A Office.

"Leadership commitment is the cornerstone of building an effective PPKPT Task Force. At UNU Jogja, we have established clear regulations, an institutional structure, operational guidelines, SOPs, and strong collaborative partnerships. These collaborations enable us to continue implementing prevention, response, and capacity-building programs despite resource limitations," Suharti said.
